West Texas LPG Pipeline Limited Partnership Open Season

West Texas LPG Pipeline Limited Partnership ("WTXP") is holding a binding open season to provide prospective and existing shippers an opportunity to receive committed service ("Committed Service"). WTXP is expanding its unfractionated natural gas liquids transportation system from Reeves County, Texas to Mont Belvieu, Texas. The Committed Service will be available to shippers transporting unfractionated natural gas liquids originating in the Permian Basin to Mont Belvieu area delivery locations.

The purpose of this Notice of Binding Open Season ("Notice") is to gauge interest in Committed Service for movements from the Permian Basin to Mont Belvieu, Texas area delivery locations. WTXP will offer prospective and existing shippers an opportunity to make a binding commitment to transport a minimum volume or dedicate plant volumes by executing a transportation services agreement ("TSA"). Shippers executing a TSA in accordance with this Notice will receive priority service, meaning their capacity will not be subject to allocation under ordinary operating conditions. Capacity during this binding open season will be awarded using a net present value ("NPV") methodology and shall also take into consideration the shipper’s ability to meet all requirements contained in the then-current WTXP Rules and Regulations filed with the Railroad Commission of Texas and the Federal Energy Regulatory Commission. This NPV method awards capacity to the shipper(s) who will produce the greatest revenue utilizing the least amount of Committed Service.

The open season will begin at 9:00 a.m. CST on November 27, 2017 and conclude at 4:00 p.m. CST on December 29, 2017.

Based on the requests for service, WTXP will evaluate any required system enhancements or modifications. The amount of awarded capacity will be at WTXP’s discretion, depending on shippers’ aggregate level of interest and the project economics.

After the commencement of the open season, WTXP will post on its website this Notice and contact information. Interested parties must submit an executed copy of WTXP’s Confidentiality Agreement on or before December 29, 2017 to participate in this open season.
